Worried About Being Ready for the Big Storm? Let's Have a Practice Flood! The Tuolumne River Today

Okay, this is a bit odd. There is a lot of news about the coming atmospheric storm that will strike California this weekend, with the possibility of some truly epic (in the bad way) flooding across central and northern California. Some parts of the Sierra Nevada are facing the prospect of a few feet of rain at elevations of 10,000 feet or more. This may melt the newly fallen snowpack and produce flooding at an intensity not seen in this region since 2005 or 1997.

So I go out this morning for my customary walk along the Tuolumne River Parkway trail (where the river leaves the Sierra Nevada and flows into the Great Valley). And instead of the 200 cubic feet per second discharge I have been seeing for the last few weeks/months/years (it's been a long drought), there is a flood going on. The discharge right now is 8,080 cubic feet per second, which is the highest the river has been in at least half a decade. It's just short of official flood stage.

But the storms haven't exactly arrived yet! There has been a lot of snow and rain in the last few days, but nothing that can explain the river this morning. In the picture above, the nearest channel isn't normally a channel at all. It's a dead-end slough, a spot that collects River Hyacinth and garbage. But right now it is a raging torrent. The hated invasive hyacinth is being flushed downstream. That's a very good thing.
The picture above is a section of the floodplain that has been dry for as long as I've been walking the river trail (the picture is from October 2015). Today it was completely inundated. 

So what's going on? Why is there a flood going on today a few days before some serious stuff starts happening across California? The explanation is pretty simple, really. The authorities are clearing space in Don Pedro Reservoir in preparation for the expected runoff from the storm this coming weekend.

There are three main water storage reservoirs in my immediate area, the New Melones Dam on the Stanislaus River (capacity 2.4 million acre feet), Don Pedro Reservoir on the Tuolumne River (2.03 million acre feet), and McClure Reservoir on the Merced River (1.02 million acre feet). The story of today is told by the present levels of each: McClure is at 47% of capacity, and New Melones is at 27%. There is little danger of these two filling during the coming storms. But Don Pedro is sitting at 74%. And two smaller reservoirs upstream, Hetch Hetchy and Cherry Lake are at 89% and 88% capacity respectively. The level at Don Pedro is not dangerously high necessarily, but if the storm plays out as expected, things could get a little too much like conditions in 1997 when the reservoir filled unexpectedly and for a short time was flowing uncontrolled through the emergency floodgates and over the adjacent weir. Downstream towns like Modesto were hit with the highest flood levels ever recorded (just imagine 60,000 cfs instead of today's 8,000; I don't have to imagine: I saw it, and it was astounding).

So, Mrs. Geotripper and I had a treat today, the chance to see a "good" flood, a flood on a sunny day that is probably not going to cause too many problems (although fast cold running water is always dangerous; we saw kids at the town park getting too close to the river). I gave up on my plans to clean up the geology lab in preparation for the new semester, and we took off up the river to see what else was happening out there.
At Roberts Ferry Covered Bridge (yes, we have covered bridges in California), the river was flooding the meadow on the north bank. In the picture above, the normal channel is to the left, beyond the line of willows. Everything in the foreground is normally dry. This particular bridge, originally dating back to the 1800s, was severely damaged in the 1997 flood and was replaced by current structure.

Our second stop was the Old Basso Bridge near the Gold Rush town of LaGrange. The 1912 vintage bridge is a tough one. It survived the 1997 floods, but is today only used for pedestrian traffic. A newer concrete structure crosses the river just upstream. The river had inundated an adjacent pasture.
Our last stop was at Don Pedro dam itself. The crest of the dam is in the front of the picture above. One can see that the dam looks very nearly full, although that is somewhat of an illusion. The most shallow part of a reservoir pool holds the greatest volume of water, since the canyon it occupies gets wider as one moves upward.

The tone in this post has been pretty upbeat, but please, if you live in the path of the storm, take the coming flooding very seriously. It has the potential to be the biggest such event in several decades. Even if it doesn't set records, high water is always dangerous. Don't ever try to cross flooded bridges or waterways. Find out if your home is in a potential flooding zone. Keep up with local news reports and take official announcements seriously. If word comes to evacuate, do so without hesitation. If there are things you think you can't live without, then have them packed and ready to go beforehand. Today was a good practice flood. Be ready for the real thing!

Floods Coming This Week May Rival 1997: Predictions at Yosemite Valley

This weekend's storm, if it lives up to predictions, may be one for the history books. Present projections are suggesting that the Merced River could rival the flows from the apocalyptic floods of 1997. In that flood, the Merced River reached a discharge of 24,600 cubic feet per second (23.4 feet). Official flood stage is about 7,000 cfs (10 feet). The waters covered the valley floor, wiping out roads and highways, destroying lodging and campgrounds, and closing the park for more than two months. Damages reached $178 million dollars (1997 dollars).

I'm not sure how the National Park Service prepared for the event in 1997, given how unprecedented the flooding was. Their current announcement suggests that they are preparing for the worst for this week's event. Being the stupid geologist that I am, I'm wishing I could be up there to get some pictures. Mrs. Geotripper is somewhat less enthusiastic.

There is at least one major difference between this week's storm: the reservoirs on the major rivers like the Tuolumne, Merced, and Stanislaus are below normal capacity and are probably in good shape to capture much of the runoff. In 1997, some reservoirs were overwhelmed (see the last post about the Tuolumne River and Don Pedro Reservoir).
The waters may top out at 23 feet on Sunday and Monday. Check this list of the effects of Yosemite Valley flooding at various water levels (Source: California Nevada River Forecast Center):

6.5 Feet                River is closed to rafters and flotation.
9.0 Feet                Chapel Meadow (south side of river) and Cooks Meadow (north side of river) begins to experience overflow.
9.5 Feet                Portion of Lower Pines Campground becomes flooded. Limited site-specific evacuations begin at Housekeeping Camp located along the south-facing bank of the Merced River. (Upstream from Sentinel Bridge and downstream from Stoneman Bridge)
10.0 Feet             Western portion of North Pines Campground, located at the east end of Yosemite Valley between the confluence of the Merced River and Tenaya Creek, begins to flood. Water rises to the base of the swinging bridge downstream from Chapel Meadow.
10.5 Feet             Water tops the swinging bridge downstream from Chapel Meadow. Overflow from Woski Pond floods access road (Northside Drive) leading out of the west entrance of the park.
11.5 Feet             Sewage pumping relay station at North Pines Campground becomes flooded.
12.5 Feet             Northside Drive and Southside Drive, which are the main roads in Yosemite Valley, become flooded and are closed to traffic.
23.45 Feet           Flood of record (01/02/1997). $178 Million damage to Yosemite Valley.

There are local concerns as well. My own Dry Creek that runs through Modesto and Waterford is unconstrained by dams and reservoirs, and may reach troublesome levels. It's rare to see 3,000 cfs in the creek. It may reach 6,000 cfs on Monday. You can be assured that I'll be checking on the progress of the flooding.

Coming California Storm is Reminiscent of Flooding Events Past

We are waiting for the arrival of two intense storms over the course of the next week, a pair of "atmospheric river storms". Strong low pressure cells originating in the Bay of Alaska are going to tap into a flow of tropical moisture, and the systems are going to be directed at California: literally the entire state of California (Southern California will be somewhat less affected, possibly). In the next ten days or so as much as two feet of precipitation will fall in parts of the Sierra Nevada and the northern Coast Ranges. I'm not talking about snow, but the equivalent of two feet of water. The first storm will be a cold one and is already dumping snow all over the Sierra Nevada as low as 2,000-3,000 feet. Accumulations will reach several feet. The second storm, coming on the weekend, will be a warmer storm, and has the potential to melt the new snow to elevations of 9,000 feet or more. As I read this description, I was reminded of the last time a storm like this hit California. It was in 1997. This storm had profound effects across Central California, especially in the Merced and Tuolumne River watersheds. River discharges set historical records. The effects were personal as well. People I know and love nearly lost their homes to flooding, and places that I knew well were changed radically.

I wrote about the effects of this flood a while back, and I am reproducing the post below. Some of the pictures were from a display at the Don Pedro Reservoir visitor center, which tragically burned down this year. I do not know if the shots were the original, but if they were, I'm glad I took pictures of the pictures! I don't necessarily expect these events to be repeated, especially since many of the reservoirs that overflowed in 1997 have far less water this year, after five years of horrific drought. They've got a lot of room for controlling flooding rivers. But flooding downstream is certainly a possibility, and it is important for those who live in our valley to understand what can happen (some of the possibilities are truly frightening; check out this post on the storms in the 1860s). In any case, be careful this week!

There is a very strange looking meadow in the Sierra Nevada foothills 700 feet above the Tuolumne River. Bedrock around here is generally poorly exposed and deeply weathered. The region is one of gentle topography, with low hills and broad open valleys. But in this meadow, the rocks are barren and unweathered, looking as if they were recently quarried. And in a sense they have. A river once flowed here once. And I mean "once" in the most literal sense. It was here only once. This is one of the few places where one can see evidence of an extraordinary event, the flood of 1997. It was an event expected to happen here on average once every 250 years or so.
I was pondering the floods of 1997 because I visited Don Pedro Reservoir the other day and saw just how low the lake level has fallen after four years of crippling drought. The lake stands at about 35% of capacity, with around 800,000 acre feet of water remaining. The lake will be considered a "dead pool" (too low to produce hydroelectricity) if it gets as low as 300,000 acre feet. There isn't much danger of flooding this year with the snowpack sitting at 5% of normal.

Don Pedro Reservoir stores water for the Modesto and Turlock Irrigation Districts, and also serves as storage for Hetch Hetchy Reservoir water bound for San Francisco. The earth-fill dam stands 580 feet high and inundates 26 miles of the Tuolumne River, which flows out of Yosemite National Park. The dam was built for irrigation storage, hydroelectric power generation, recreation and...flood control.
The water year of 1996-1997 was unusual to say the least. A series of large storms in December had built up a record or near-record snowpack in the Yosemite high country. Then a New Years Day Pineapple Express storm took aim at central California. The warm, moist atmospheric river flowed over the Central Valley dropping only a few inches of rain, but when it hit the mountains, it poured as much as three feet of rain at elevations as high as 10,000 feet, and onto the record snowpack.
Don Pedro Reservoir was at the proper level for normal flash flood conditions, with about 300,000 acre feet of storage available. But the water coming downstream was not normal. At the peak, the rivers flowed into the lake at an unbelievable rate of 130,000 cubic feet per second. To put this number into perspective, the Tuolumne River is considered to be at flood stage at 9,000 cubic feet per second. The dam operators had a big problem and they knew it. They had to purposely flood the cities downstream to prevent a total catastrophe. They ramped up the power generating turbines, and for the first time in the dam's history, they opened the floodgate.
The floodgate didn't open into the Tuolumne River. It faced a meadow that had never before had a river flowing through. As can be seen from the pictures here, the meadow was hit by a flood of gigantic proportions. Ripping away soil and solid rock, the river quarried a channel forty feet deep in the space of three days. And it barely worked. At the highest point, the reservoir was flowing uncontrolled over a concrete weir that was the never supposed to be topped. The water was only a foot deep, but spread out over several hundred feet, it ripped away soil, rock, and the highway that passed below the floodgates.
The city of Modesto and others downstream experienced the greatest flood in their history, with top flows of around 60.000-70,000 cubic feet per second. But if Don Pedro Dam had not been there, the towns would have been hit with a flood twice as big.

Today, the scene is a complete contrast to 1997. I was standing on a hill above the dam looking at the floodgate from the backside. The entire region in the picture below would be inundated if the reservoir was full. As you can see, there was no water in sight.

Only one flood in recorded history could possible compare with 1997. That was the flood of 1861-62, which was so large that parts of the Great Valley turned into a lake for weeks. Sacramento was abandoned as the state capitol for months while the waters subsided. No gauges were present on any of the rivers so we don't know how the numbers compare, but considering that 1997 was considered a 250 year flood (a 1/250 chance of occurring in any one year), it must have been truly extraordinary.

And that's the way it is with water in California. We rarely have a "normal" year. It tends to be a feast or famine kind of environment. Frankly, we're hoping for a "feast" next year, and for several years after, but the record kind of leans the other way. In the last 2,000 years, California has experienced two "megadroughts" that lasted a century each. The watermasters in our fair state have been consuming lots of antacids lately, I suspect.
